The IP helper library will get laid down as part of an IE 5.0 install. I was under the same impression(that you didn't have it under 9x) and was pleasantly surprised to discover that after upgrading my IE, it was there an available. As someone else said, the 9x version doesn't contain all the functionality of the Win2k version, and I'm not sure if there is a definitive list of the differences.
