Because it doesn't work. Using task manager, I can watch mmc.exe come to
life, only to die again before it becomes visible -- no error message,
nothing at all.

It is not the shortcut/link that is wrong, double-clicking the actual
console file doesn't work either, the only working solution is to add
snap-in every time.

I don't know exactly when this happened, or how or why, but it happens on my
home computer and my laptop, but not on my work pc.

I even tried to start from scratch with mmc, add the snap-in, save the
console file, open it again (without closing mmc) and rather the opening it,
mmc dies without any error or other message.
