If I set the encoding to be UTF-8, the XmlTextWriter places 3 "control characters" at the beginning of the document, and that is enough to cause the recipient system to reject the post. Setting the encoding to null means these characters are not present.
However setting the encoding to null means I don't get the UTF-8 encoding stated in the xml, even though it still uses UTF-8. Are these control characters standard, or is this a bug?
