My guess is that they'd have liked to have done a better job of it, but as
we know, features were postponed in order to get the V1 release out.
Maybe we'll see an improved toolbar built into a later version.

Personally, I wonder if it wasn't for backwards compatibility reasons
with VB 6 etc - the functionality and poor design is pretty much an
exact replica of the VB control.
