Even if you do install IIS later, it's easy enough to get asp.net, etc running. Open up the "Visual Studio .NET Command Prompt" and run "aspnet_regiis -I" to install the asp.net features

If you do it the other way around (.Net then IIS), the framework won't be able to install its hooks into IIS. I've definitely developed Web Services on XP Pro, so I'm sure it works.
