Here is a DLL I have written to enable configuration features on the SDE: http://www.nettech.co.nz/ConfigurationSDE.zip
Add a reference to that DLL in your SDE project, and then you will have a System.Configuration namespace, and it has a Configuration.AppSettings collection just like the normal one - however at this stage that is all that is implemented.
