You can use Access with ado or other connections. You can also use
Oracle, MySQL and most other databases.

I personally don't like the Visual Studio.NET IDE. My partner loves it,
personal preferences differ. I've written asp.net in notepad when
nothing else was available but also in Dreamweaver (UltraDev had some
extensions and MX has native support) which is available for the Mac.
I've also used Homesite and Web Matrix (sort of VS.NET 'lite' but more
to my taste) but I don't think either of those have a Mac version
available.

I suspect that Adobe GoLive will have native support for ASP.NET in its
next release and may have extensions for it already but I haven't check.
That tool is also available for the Mac.
