If you're going to have this execute at a certain time every week, the solution is to use a Windows application that is invoked through the Windows Scheduled Tasks. Otherwise, you will have to write your own scheduling mechanism in your Windows Service, which is very difficult if you are not familiar with the layout and operation of a Windows Service.
