2. I have NOT contested the need for custom Parental control software at all. If you follow the link I posted, you will find three highly recommended Parental Control apps in addition to a mention of Windows Vista's built-in feature. 3. You did not clarify the real purpose of your application(Parental Control) till this last post. This is the reason for the many conflicting answers and the implication that you are trying to create a virus. That said, you will find that it is not just some people but the majority of computer users who find that a feature built-into their OS obviates the need to install a custom software for that purpose, unless they are specifically looking for a custom feature. Try doing some research on how many casual computer users install a firewall application anymore, even though XP's firewall is very basic in nature.
