Urgent: Problem with Encoding and Decoding of URL for French Char acters

Hi All,

I am facing one critical issue with French characters, I am adding some
text to URL. And I have used Encode URL and Decode URL. Its not able to get
the same text back which I have added to URL Its adding some symbols to URL
in case of French characters. It is working fine in IIS 5.1 environment the
only problem with IIS 6.0, and Firefox browser able to work it properly. The
problem is in IE and IIS 6 combination, its working fine for IIS 5.1 and IE.

Following is the French text:
"AAAA:_ÀÂÄ-ÇÈÊËÎÏÔ.ŒÙÛXXX"

I struck in these issue for couple of days, please guide me to proceed.
