Yes, this may be necessary since I have no news from our provider. I fear 
they'd need several days to restore their servers. Indeed I figured out this 
morning that our DNS provider is *not* our server provider, which means we can 
change our main DNS settings even if our servers are totally down. All I need 
to do is to change the IP of ddl.org for the IP of ddl.be, which is quite easy.

The minimum to setup is to install the static Html website + the download 
section + the Debian repository (I need it to build v2.1). You should have the 
Html site tarball somewhere on ddl.be (I have a copy at home if needed). The 
download Php script that does load balancing is on our SVN repository [1] (I 
also have a copy at home) and I have a mirror of the Debian repository at home 
too (the source indeed). The file hierarchy to make is the following:

(root)
  │
  ├─ web/          static Html website
  │
  ├─ download/     download section with the load balancing script index.php 
(and its friends)
  │
  └─ debian/       Debian package repository

You have to check that you can easily create sub-domains that will redirect 
download.ddl.org and debian.ddl.org to the corresponding sub-directories – I 
guess yes.
