Drop it :(, it seems the contest is only accepting projects that are already participating into Google SoC [1]:
“We will choose open source projects from a pool of applications. The organizations have all participated in Google Summer of Code, and are accustomed to mentoring students online and across timezones. The participating projects will be announced on November 9, 2011.” This explains why there hasn't been a public announcement for projects application. You know what we have to do then?
