Summary: inconsistency detected by changing read access + follow mode

Initial Comment:
precondition:
carl share project with bob and alice

Steps:
 1. restrict carl to read only access
 2. carl creates a new file named "myFile.xml"
 3. bob and carl follow alice
 4. alice creates new XML file myFile2.xml and edits it

Result:
 bob and carl should see the newly created XML file and the changes made by 
alice, but  the tubarButton "inconsistency Detected" is activated by bob
  
Reproduce this bug: run the JunitTest:  TestCreatingNewFile.java under package 
de.fu_berlin.inf.dpp.stf.client.testProject.testsuits.saving;

Message:
I tried these steps manually and additionally ran the STF test
de.fu_berlin.inf.dpp.stf.test.saving.CreateNewFileTest. The STF test
finished successfully and the manual testing didn't show the described
failure neither.
