**Description**
When loosing the network connection (e.g. unplug network) while being connected
to an XMPP server, it takes around 30 seconds for the local internal connection
status to be updated.
During this time, it is still possible to start a session initiation (which in
the end fails).
**Reproduction**
* Have an (developer) IDE running Saros with an active connection to the XMPP
server
* Switch off your network
* In the log window of the parent IDE, note that after approximately 30 seconds
the internal connection state is set to NOT_CONNECTED
* Before the status change, you can still start a session initiation from the
Saros panel, HTML GUI and project structure view
**Expected Behaviour**
The local connection state should be reliably identified. Actions that require
a network connection can't be choosen to perform.
