It is for 'local' searches that you don't want to be overwritten during an
upgrade install.  You can put multiple searches in this file:

<searches>
 <search>
  ...
 </search>
 <search>
  ...
 </search>
 <search>
  ...
 </search>
</searches>

The <search> elements have the same format as the <search> elements in the
.xml files.

E.g., I have a search defined in this file that only works on my intranet.
I don't want to lose it, but it doesn't make sense to include it in the
install.
