I use SlimBrowser.  It is tabbed browser that uses IE as its backbone.

My settings are reuse=0 and launch=1.  New searches always open in a new
tab for me.  One thing did cause a problem for me though.  I installed
the Google IE toolbar (the one that fits in the toolbar area not the
taskbar area).  It had a setting on how to handle new searches from
within it and that affected how new Google searches from DQSD were
handled too.  Who knows it might also have something to do with how some
prefs you've set directly on the Google site.
