I'm not 100% sure I understand what you mean; I can't move DQSD
4.0.0.4 at all (except out of the taskbar), rather it just resizes. Is
this what you're seeing too?

Eek, I hope this isn't new to SP3... Apparently they removed the
address bar, so maybe something else changed.
