It's not SP3 and it's not true that the DQSD can't be moved at all. DQSD 4.0.0.3 on either SP2 or SP3 can be moved to the left of, the right of, or below another toolbar.
DQSD 4.0.0.4 on either SP2 or SP3 can be moved to the left of or the right of another toolbar, but cannot be moved below another toolbar. Could this possibly be related to trying to fix the issue of DQSD in color schemes other than classic shrinking to half width when positioned below another toolbar? I have nothing upon which to base this question except the fact that both behaviors are related to positioning, or trying to position, DQSD on the lower half of a double-width taskbar.
