I found the file as part of the MSI files that are there for download. 
I am now able to build and have the email sent out.

Next thing I need to do is to get this working remotely. On my remote machine I
continue to get 100 response code even though if I run the same command from
the command prompt I get a huge list of changes for the project. How can I
trouble shoot the 100 response code?
