The selectable voltage on the HP-23 (which is internal on my supply, not a switch) controls only the PA screen voltage, selectable between 250V and 300V; it doesn't affect the HV. Without some sort or other of controlling the HV you'd be putting 800V on the 6JB6 plates, which is higher than the tubes would want to see. Also, the HP-23 does have a bias pot; perhaps yours is a different version?
