When turned on the frequency readout climbs (as though it were scanning)
to approx. 33.27 MHz in the 28 and 21 band... and to 17.515 on 14 and below.
The tuning knob does not function. However if I switch to the RV75, all works
great.

Hi Bill, you have possibly pushed the RCT, or
fixed RCV or TX buttons, or maybe turned the Aux Program switch away from its
default.
