I had a 4-1000 amp that had a couple of huge oil filled caps.(utility co.
correction)Power off, I could  discharge them with a screwdriver to ground,
then go back in a couple of minutes,still power off, and they would be built
up with enough to draw a nice arc when discharged again... scary...Triple
checked the bleeder resistors after I found that.. Suspect that might be the
thing for you to look at.
