Contamination is the leaching of the carbon black of the outer insulation into the center insulation, causing it to become lossy. I've never seen what you describe, but just as a guess it might be plasticiser (solvent?) "condensing out" of the center and outer materials. The same greasy stuff that clouds up the windshield of automobiles and is almost impossible to clean off!
