I don't know how long you have had the Twins or what you do or don't know about them so here goes ...

The R-4C FUNCTION switch has to be in EXT MUTE. The MUTE rca jack on the back of the R-4C is normally shorted to ground to put the R-4C into operation either with a shorted RCA plug or through the mute cable going to the T-4XC. There is a normally grounded relay contact within the T-4XC that connects to its MUTE jack. With nothing installed into the R-4C MUTE jack and the FUNCTION switch in EXT MUTE, the receiver should be in standby. Shorting the MUTE jack to ground should then put the R-4C into receive. To check the T-4XC place an ohm meter into the T-4XC MUTE jack and check continuity to ground. The MUTE jack should go from zero ohms to open when the T-4XC is keyed with the mic or placed in TUNE. Also check to see that the mute jack on the R-4C has not been jumpered to ground inside the chassis. I have seen this done before when the R-4C was used alone.
