The 9 MHz comes from V15, through T13 (goes out through the winding
across R77, through the switching and filter(s), then into T6 (the
winding across R16) then out via C26.

On pin 2 of V4 (6EJ7) I show 10.400 mhz coming in and it changes with
the VFO tuning. I have nothing at pin 7 in T or R. Where does the 9
mhz come in at? That may be the problem.

Sorry.... I was thinking 40M for some reason. That oscillator does
NOT run on 80 or 20M.
You should have the 9.000 MHz signal from the filter(s) and the
5.2 MHz
signal from V3A to mix and produce 14.200 at the plate of V4.
If you do this in CW, the Carrier Oscillator is shifted into the
passband of the filter and comes out as a carrier at 9.001 MHz.
Easier
to trace and measure than a voice signal!
