I have the 9 mhz going into the filter in T but nothing coming out. When I  
switch to other side band filter the signal goes thru the other filter. I  must 
have a bad filter. I think it is the upper one that is used in the transmit  
(X) position.

The  9 MHz comes from V15, through T13 (goes out through the winding 
across  R77, through the switching and filter(s), then into T6 (the 
winding across  R16) then out via C26.
