First off, have you tried cleaning them with a soft toothbrush and a gentle
cleaning liquid?

My method of choice, both for refurbing old knobs and for painting new knobs
that manufacturers don't see fit to paint (TM-D700, for one), is to use a
small bottle of Testor's gloss white model paint and a very pointy toothpick.
Spillover can be removed as Gary describes. The paint flows and fills well,
and two applications will leave very nice, tough, very WHITE lines. Be sure
to clean your knobs first (no matter which method you use) so they are free
of dirt and grease.

I painted the paintless knobs of my HR-2510 years ago, and the lines are
still bright and visible.

I can see the knob settings on my TM-D700 now when it's really dark in the
car. In both cases, the grooves for the paint were embossed into the knobs,
they just didn't paint them.
