Sounds like normal operation. The GAIN pot is two pots, one is the Mic
Gain, and the other varies a DC current applied to the Balanced
Modulator diodes to unbalance it. The Bal Mod must be unbalanced to
allow carrier through which is amplified to generate the CW signal.
The GAIN adjustment in TUNE mode should increase until it reaches the
ALC level, which is usually around 11 o'clock, beyond which the output
no longer increases as you turn the control CW.
On CW, the GAIN adjustment is typically above 12 o'clock, even over to
2-3 o'clock for maximum output.
The meter is pretty well damped, and doesn't follow voice peaks. The
only way to know your output power on SSB is with either a Peak reading
wattmeter, or an oscilloscope. There are a LOT of factors that affect
what the meter will show on voice, typically the meter shouldn't read
much over 100 mA. If you want to get an idea of your PEAK output, try
whistling into the mike at a steady level (on a clear frequency, PLEASE)
and you will see it come near to the 320 mA plate current and the output
meter will show approximately the same output as it does in TUNE mode.

Got another question as I bring my R4A/T4X out of hibernation.
After tuning up, if I use the tune position on the T4 and set the
drive gain, it will be much higher than if I close the key. ie. I need
to use a much higher setting when the T4 is running from the key
instead of in Tune.
I seem to need to run the gain to max to get any kind of output
kicking while in SB also.
Does this sound like the 12Ax7 mic amp going soft or something else?
