Hard to answer that question without added info.

Is the antenna close to a 1:1 swr?
How much power are you driving the amp with?
What is the plate power input?
What band(s) have you made the measurements on?

Without considering these parameters, there is no way to know whether the 
power output you have measured is within specs or not.
