Those are the current equalizing resistors in the cathodes of the Final tubes.

A couple of possibilities.

1. The Bias supply in the Power Supply (AC-4) failed, causing the finals to go into full conduction until the "weakest link" let go, which in this case seems to have been the resistors rather than the Power Supply fuse, tubes melting, Final RFC burning open, meter shunt resistor burning open, etc., etc....

2. Transmitter was accidently keyed, possibly with no antenna or wrong antenna connected, same result(s) as above.

Is this transmitter "new" to you? New acquisition?
