Mike -
Is this in TUNE or CW MODE or both??
Couple of things. One, I don't know of any 6AU8 tubes in the T-4XC.
I'm traveling, and don't have reference material with me, so it's
possible that the 'AU8 is a sub for another tube, but it's also possible
that it's just the wrong tube in a socket.
Another thing, there is a 680 ohm resistor, R44, that is often damaged
by someone using a metal alignment tool on the trimmer caps. Even a
momentary short from a trimmer to the chassis puts the entire 250VDC bus
across that resistor, with bad results!!
Check R53, R54 and R59 for value and condition.
Also, check CR19 from the cathode of V4.
As long as the finals draw reasonable idle current, it's unusual for
them to have such low output on all bands.

I have substituted all the tubes with the exception of the finals and
the 6AU8 mixer with the same results; everything is pointing to soft
6JB6's. Any comments from the Drake crew?/*
