Bob, Sounds like the antenna relay to me.
To test that theory, attach a lead to the VLF Antenna input on the rear Aux connector and see if signals get stronger. That input bypasses the antenna relay. Be careful not to transmit with the VLF Antenna attached. I attached a picture of the Accessories socket pinout. Pin 7 is the VLF Antenna input.
