Gary, thanks for the input.  I got thinking last night.... obviously the power 
supply powers the transmitter, and the receiver can be "stand alone" with it's 
own power source.  So, I did pull all the cables.  Thought I found the culprit 
until I realized I had just unplugged the speaker.  Haha!  The noise goes to 
nearly 20 on the meter when I switch on the External Mute or the Noise 
Blanker.  It is at about 4 S units when in normal operating mode.  NOTHING 
changes the sound/signal when moving any of the switches, PTO, tuning knobs, 
etc. 
 
I will check into the cap kit.  That's a smart move anyway.
 
As far as any good news goes, I received new final tubes and the transmitter is 
at full output!
