The problem just about has to be with that stage or the associated switching. If you have an external general coverage receiver, you can tune it to 21.5 MHz and see if you can hear the 40 Meter BAND crystal. You may need a wire from the external receiver antenna jack and bring the other end near the crystals on the TR-4C. If you do NOT hear the signal at 21.5, with the BAND switch set to 40M, the oscillator isn't running.

I then looked for broken solder joints and wires that had pulled loose. So I wonder what should be the next step to try to figure this out.
