The manual would imply about 8 watts is normal.

AM: Controlled carrier AM screen modulator is built-in. 260 watts P.E.P. input. 
Low carrier power increases 6 times to 50 watts output at maximum modulation. 
This system is compatible with SSB linear.

Don't do much AM, so I never paid attention to how my TR3 acted before I sold 
it.  Also keep in mind that your meter has a limitation to its accuracy as well.
