Here's a thought. Look at the circuit diagram for the National NCL-2000. They
used a tapped 50-Ohm dummy load in the grid circuit to allow two different
levels of exciter power input - 100W and 20W. The side benifits were that no
tuned input circuits were required in the grid, exciter SWR was always 1:1, you
could tune the exciter up into the amp without putting a signal on the air, 
the input was truly broadband, and the amp did not require neutralization.
