The PS board uses a 78L24 3-terminal regulator IC, so the output should be real
close to 24 volts. Before you get too excited about the transformer, have you
replaced electrolytic capacitors C2109 and C2110? These radios are getting old
enough that the caps are starting to fail, and they can cause some strange
problems.
