Yes, that is for Fixed Frequency (FF) operation. The XTAL switch has to be in the FF position. The small hole to the left of the socket is to adjust the trimmer cap and pull the crystal exactly on frequency. The crystal must be 5.645 MHz ABOVE the desired transmitter frequency, and if the crystal is above 15 MHz, the crystal should be for 1/2 the calculated frequency as the second harmonic will be used.

The T-4X and T-4XB had holes on the right side for crystal socket, but it was only installed in the T-4 (no PTO) transmitters.
