Always interested in quiet cooling. What I have used on my L4B, L7, etc. power supplies or RF decks (e.g. L4B), as well as those I have rebuilt for others, is a 220v fan that starts and runs reliably on 110v. That way no external power supply is needed. They are very quiet and bring down the temperature dramatically. Need to keep the Drakes running as long as possible...

I would not bother with the variable speed units except on solid state rigs like the TR7 or PS7. In the tube rigs, the temp is high enough that they run nearly fast all the time anyway. Of course I install them pulling air out of the cage and the result is that placing your hand on top of the case after an hour of running and it feels cold. I can't recommend these enough--if you are tired of the roar from fans in the shack--these are the answer.
