Absolutely practical.
 
I've owned mine since 1981 and it has given me very little problem.   
Several years ago, I located a TR-7 parts rig, working, just extremely abused,  
for $100.  It is now my source for spare parts, and I've only had to dig  
into once, for a failed cap in the low pass filter assembly.  The  beauty of 
having a spare parts rig is the ability to simply swap out board (most  of the 
time) rather than diagnose a problem to a component, such as your earlier  
Drake equipment
 
As to price, $400-600 plus another $100 for the power supply seems to be  
the average.  And speaking of the power supply, you will definitely want to  
buy the PS-7.  It is bullet proof.  You'll also want to put a fan on  the 
back of the TR-7 if it doesn't come with one.  Not necessary, but a fan  will 
preserve the PA indefinitely.
