Are certain that this arrangement is "original" and not a 'fix' applied later?

Interesting photo, if original, perhaps Drake wasn't completely happy with Sprague 80P3s after all! These look much more robust. Are there any markings on the white feedthroughs?

They look almost like ceramic feedthroughs, i.e., just a bolt with insulation around it, in which case Drake came to the same conclusion I did.

Is the 'blown' one one of the tan disc caps on either side?

Yes, the function is to keep the RF Drive signal inside the input shielded area of the amp. The caps work against the inductance of the filament choke, L2.
