Steve -

IF the cable and connections between the transmitter and wattmeter are ok, then we have to look elsewhere.

Since it now seems to work on 40M, there are other questions.

Are you using an antenna, or a dummy load?

When you say it is working on '40M' does the RF TUNE peak in the 'right' place? As Ron said, it is possible to tune up on the 5.645 MHz IF (or 11.29 MHz) by setting the RF TUNE OUTSIDE the 40M segment marked. If this is the case, obviously there will be a big signal on 5.645 MHz and the PTO won't change it!

IF this is what is happening, it can be caused by failure of the PTO, BAND oscillator, or PreMixer stage. If you have a general coverage receiver available, you should be able to hear the PTO at 5.455 MHz with the dial set at 000, and the BAND oscillator at the crystal frequency for the band selected, e.g., 18.1 MHz for 40M. You should be able to hear the difference signal (BAND oscillator frequency [minus] the PTO) frequency at the PreMixer output.

Steve,
The 40 meter thing sounds a bit like you are tuning up on a spur combination. Had a very similar thing on a T4XB. Seems to me that I found the xtal osc was not working correctly. But I will stress to look for the most simple things first. Your 100 watts out, use a receiver to make sure what you are a clean note and on the freq you think it is, then reevaluate.

    Thanks, Don.
Actually, I did re-do the caps that would have caused the most
    damage (the bias caps).
I've also found that I can get 100W out easily on 40m but zero on
    20. This is starting to look like I've got to take the covers off
again and clean the switch wafers again. I don't think I cleaned
the one in the final cage.
    Hmmmm.

        Steve,
Have you rebuilt the power supply recently (caps, etc)?? Bad
power supply caps can be a nightmare in these situations and
rear their ugly heads just like this. If not, might be time
for an AC-4R order from the Heathkit Shop, hi.
