I had a similar problem with my R4-A. The solution to my problem was replacement of a defective S-meter sensitivity calibration trimpot located on one of the little circuit boards under the chassis. As I recall, there are two such trimpots on two different circuit boards, so make sure you have the right one. These are the cheap little pots with no covers where you can see the actual arc of resistive material along the circumference of the pot. An ohmmeter check of the pot should tell weather or not it is the culprit.
