Not sure what an R-45C is. here are some pix of how I mount silent fans on 4 line rigs here.

These Silenx fans are ABSOLUTELY quiet. at 14dBa or less for the variable speed units, they are the quietest I have found and inexpensive from a number of sources.

I looked at using the acc outlet also, but opted for an internally mounted rectifier since a rectifier is gonna be needed anyway. I use the mating connector supplied with the fans so they can be removed without de-soldering.

I was recently stunned by the effect of one of these added to my R4B..on the audio side in the "alley" between the passband box and the transformer. You know how hot these audio tubes run, and the transformers take up alot of that heat. Now mine is nearly room temperature on the case directly over the audio tube and the transformer stays cool. I have found no stability issues either since the temperature remains very steady.
