The bulbs are connected, in parallel, directly across one-half of the power transformer secondary. So the most likely problem is a bad ground on the bulb connections. You can verify by measuring the 'ground' side of one of the sockets. They should all read '0' ohms power off, and '0' volts with power on. Or you can just find the ground connection for the bulbs, and if it's a ground lug or other connection that is bolted to the chassis, just slightly loosen and retighten the bolt.
