When you say Lacking, that is meaning it doesn't work?
THe R-4a is standard equipment w/cal and NB.
Sometimes, depending on the noise type, it is difficult to tell that the
NB is working. but on pulse noise, it is pretty effective.
V9, V12, and V4 are all the same tube types so you might be able to
diagnose a tube issue by swapping. Have you tried cleaning tube pins
and a little Deoxit on the sockets? Perhaps also on the Cal/NB/Mute switch.
