It depends upon 'how much' reduction you need. If having the LOAD control at minimum (0) and turning the GAIN down to no less than 9 o'clock is still too much power, then you may need additional reduction. The BEST way is to reduce the Screen voltage on the PA, but this is not simple to do unless the VHF mod has been done to the transmitter. Another good way is to apply a negative voltage to the ALC jack on the rear panel, adjusting it for the output power you want. Most amplifiers with ALC will take care of the problem automatically, assuming the ALC output from the linear is sufficient.

Detuning the RF TUNE is 'probably' ok, but there is a risk of spurs since the reason for this selectivity is to reduce unwanted mixing products, especially on the higher bands.
