If you set the T-4XC for 80M and tune the RF TUNE down around 6.5 on the 0-10 scale do you get any plate current in TUNE??

Since you say it controls the receiver ok in TRANSCEIVE, that means that the BAND oscillator and PTO and PreMixer stages are working ok.
