If somebody wants to provide a server, I'd be happy to set up Bugzilla
for DRI.  I have it running here at work and it's not that bad.  If I
end up with some extra time, I might be able to bring it up on my
machines at home, but that's not a reliable enough connection for
general use.  Email notifications are quite useful for those who don't
want to run out and check it all the time.  Helpers could occasionally
check through and see what has been missed and what is complete.

Really, I think all the noise about bugzilla being hard to install and
maintain is mostly untrue.  If all you want is default bugzilla with
maybe a few touch-ups to add logos and the like, it only takes about a
couple hours for me to set it up.  I would suggest running it on a
server with nothing else because it's not known to be a paramount of
secure web programming, although a chroot jail for apache+MySQL+bugzilla
may be another solution.
