If by nv you mean Nouveau (please, don't confuse these two), Nouveau has
a KMS-experiment only for a limited set of nv50 class hardware, and IIRC
it has been on hold for some time waiting for better memory management.
So IMHO saying, that Nouveau has KMS, is exaggeration.

Unless someone has continued stillunknown's work, but I have not heard
of that.

Also, I do not know where or when the real Nouveau KMS-support will be
developed.
